finding locations in fsx

Hello:

I have RTMM both in FSX and MSF 2020 installed and placed in correct priorities.
In MSF 2020 the ICAO locations are active,in FSX they are not.What have I done wrong?

MSFS RTMM add-ons (and many of the ICAOs) are totally different than the RTMM Scenery add-ons for FSX. (They are totally different sims).
 
(MSFS Add-ons won't work FSX, and FSX add-ons sure don't work in MSFS. Have no idea what you have done.. but in any event to be clear here are the specific links for RTMM Scenery for MSFS as well as RTMM Add-on Scenery for FSX

MSFS
The waypoints table for MSFS 2020 is here:

MSFS RTMM express package contains of the RTMM Addon scenery and libs.

Activate by placing (or linking to) the community folder.
Scan your plan G or Little Nav data to build the scenery database and all locations and all of the locations  have valid ICAO codes so will be populated on those maps.

FSX

The FSX RTMM master scenery package contains all of the RTMM Addon scenery and libs but all of the various folders have to be placed correct FSX folders then the required entries have to be added in the scenery.cfg file as per the instructions and sample scenery cfg txt file in the package.
The Master package for FSX is Package 1.

As for FSX, you can use the csv files on the navigation page to place all of the RTMM locations in Plan G or LittleNav Map. These csv files are at Dieter's Cormer here: https://return.mistymoorings.com/n_navigation/index.php#dieter

Because of that success I wanted to
do the same in my FSX program and
followed the installation instructions to the letter.
It took all day because I wanted to be very careful.
I updated the scenery config,renumbered, and changed
the ORBX install points.I went into my FSX scenery priorities
and it all checked.Then,maybe naively,I assumed that the airplane
location placing system would work as in MSFS 2020 and as per Misty Moorings
ICAO table "A" TO "Z" listing.You were absolutely correct,they don't
behave the same or I have done something wrong.Is using the csv
system in the FSX map pop up a way of locating to the exact RTMM
locations or is LittleNav the only way to place a plane to these locations?

1st part.. No.  If you import the csv files (from dieter's corner) into lnm (or Plan G), for FSX Viewing then you should see these locations on the LNM (or Plan g) map.
(Valid ICAO locations will show up map after the scenery database build. 
So the csv files are not for FSX map pop up per say.

So , locations that have been defined with a valid ICAO locations should show up as valid ICAO will be seen on the LNM and also can be found in FSX.

Now if you want to spawn to RTMM non-icao locations, refer to "Using A Starting Point with Latitude and Longitude (How to)" On this page.. (scroll down a tad)  as well as how to use the RTMM Waypoints and table that follows with each location having it's Lat/Long and waypoint ID Number. Input to the GPS the Lat/Long or Waypoint ID#.

(The waypoint scenery file (for FSX) has been included in the RTMM FSX Master Scenery package
(RTMM Waypoints) that when you add a way point to the gps, the position will show for you in the GPS.
