As you may know, the Orbx Freeware pack included hundreds of airport upgrades, located outside of the Orbx regions, that were mostly done by the late Neil Hill. Then P3Dv5 came out with changed ICAOs, elevation changes etc. Many of the Orbx Freeware airports didn't quite fit in with the upgraded P3Dv5.
With Neil gone, Orbx did not release the Orbx Freeware pack for P3Dv5 since they had no one to assign to the free labor of love. But the users started copying the freeware pack from v4 to v5 after finding out that many of the airports looked OK.
Orbx's solution was to invite users, who had the skills and were willing to provide free labor, to repair the airports that needed it and post them in the area you have linked.
It seems to be working.
