Saves money on developing a low n' slo attack A/C from scratch.  Main attraction is the weight carrying capability and adding a 10 hr. fuel tank although pilots only have an 8 hr. ass is an 'asset'! 
Way back when, we gave armed T-28's to the Viet Namese but they were limited in the amount of ordance that could be carried.
Might seem to be working backwards but ground support in areas where the latest and greatest anti-aircraft weaponry is not readily available to the 'enemy' will be cost effective.
