Just ran across this and thought our P3D group might want to have a look at it.
Particularly those using PMDG A/C etc.

YEs i read this tweak last week
only for the 2.5 version   ;) and GPU 2, 3,4 giga  série 7xx or gtx 9xx

My opinion:

This is  a waste of time and effort.
It's some kind of popular superstition that there are any secret "conditioners" for improving frame rates.
To achieve an improved frame rate flow you are still in  need of excellent hardware (CPU, GPU).

P3D has the advantage (in contradistinction to FSX)  that a good GPU will discharge the CPU which results in getting better fraps, too.

It might be possible that this "tweak" will support PMDG users but this is not a general-purpose tweak.

And btw,  have a close look when using this "tweak", you will loose some details in what is displayed on your screen. (Maybe the reason for better fraps?)
 
Reading different articles to this topic in the net many known and renowned experts discourage users from using this "tweak" (including LM)

Gentlemen,
Just my experience :
This "tweak" just destroy fps performance on my machine.
For instance my home airport LSGG (Geneva Switzerland) with Orbx sceneries (Global, Vector, Europe) + Pilot FSG2010 FTX - Ultimate traffic set to 80 % -  GEX clouds, etc...
Intel Core I7 3770S CPU @3.10 Ghz - 3101 Mhz.    Somewhat low range NVIDIA Geforce 735M GPU
Result :
OPTIMIZE_PARTS=0 (original) setting unlimited  / average 30 fps,  peak up to 40+
OPTIMIZE_PARTS=1 (tweaked !) setting unlimited average / 18-19 fps, down to 14-15

I can understand that maybe with a much higher range graphic card this tweak can be somewhat useful, but for me all I can say is : just forget it!
