Got it fixed. Re-downloaded the program and re-installed. At first the NZSI entries were not in the scenery library again. Re-applied Oceania and they magically appeared. Funny, though, that when using the original .exe  the program said the installation was successful every time but that was obviously not the case.

Good work jsapair,
As for changing regions after installing software there seems to be a trend or consensus at the ORBX sites that it needs to be done to set the correct files in the sim by changing regions and starting the sim and then changing back to another region.
Glad your back in the cockpit and not shoveling dirt out of the runway.

I'm now beginning to wonder if that wasn't the problem all along. If it wasn't switching to Oceania correctly, that would fail to load the NZSI entries into the scenery library. That's what made me think it wasn't installed...no NZSI entries even when it showed Oceania as the active area. Hell, I don't know. I switched from NA to Oceania and back several times during the course of all this with no change. It's fixed now is all I know for certain. Whew. I need a drink. Make it a double. Thanks, Spud :o
