In the "Vancouver Project North Island" scenery created by Brad Allen you find 5 season files for changing the seasons.
The strip itself coming from Orbx PNW is just the dirt runway.
The file called "Port Eliza Airstrip Objects.bgl" in "Vancouver Project North Island" scenery puts some objects into this PNW dirt strip.

Port Eliza is an "unlisted" strip and has no ICAO code. The strip is not part of "Vancouver Project North Island" scenery  but comes with Orbx PNW.
Here are the coordinates:
N49° 53.16'
W127° 9.16'

Btw, you can easily find this airfield  (and other unlisted strips) by downloading my waypoint file "PNW.csv". Just import it to PlanG or LittleNavMap. The airstrip will be marked then on the map.

If your FTXCentral is workin ok:
No reason to change from FXTCentral3 to OrbxCentral now - no advantages at this time - constant improvements in the updates but still not completely "bugless".

This is the current status:

- There is still FTX Central 3 that is running for some years now and can still be used without any restrictions.

- New release since 07/05/2019 is Orbx Central

This is a completely new software.

You must not run FTX Central 3 and Orbx Central simultaneously which might cause severe problems.
Orbx Central will replace FTXCentral 3 in future.

My personal opinion and experience:
One should wait some time before switching to the new version.
Users are reporting different experiences at this time and you can read about problems and questions, asking for help hourly not only in the Orbx forum.
Once all problems are eliminated Orbx Central will be an excellent tool.

but basically it makes no sense to delete them, everything will be rebuild with next start of P3D.

This is the same in FSX, b.t.w.
As far as I know the FS engine automatically creates theses folders. In there are state.cfg files generated  which store the operation time of the airplane.

This is what Mike Broemme told me:

- The bear starts his round every 6 hours at following times:
00:00
06:00
12:00
18:00
Attention: Use UTC time !!!

About 10 minutes later he is to be seen at at the beginning of runway 15.

I just checked it at my P3D v4.5 and I confirm: the bear is there!

I just checked the scenery.
The bear appears in FSX at the given times but he doesn't in P3Dv4.5!

I will try to contact the scenery designer, Mike Broemme, and ask him if he can solve this problem.
