I do see one link at the top left of Jon's page. It's called Victoria+V8. Is this the correct one to use?. What else am I required to have other than the ORBX PNW for FSX?

That is the correct link.  I am sure the documentation in the download will tell you if you need anything else but I don't think so.

In the meantime. Before I install it. Where should my ORBX FTX Central be set, and what position should it be in, in the library?. I have all ORBX products installed, including Global. I don't have vector yet.

It's not an Orbx scenery so don't worry about that.

     Set your FTX on North America (I don't think it matters though), and place the Victoria+ scenery BELOW the FTX entries.
