How do I do it correctly using a picture from the picture folder on my PC, I have already reduced it to under 300kb Thanks

The only restrictions on attachments are under 300k per image and under 1024k per post.   We don't restrict anything beyond that.   You could try uploading it to a site like imgur.com and add the image that way.
